Road repaired, drain constructed

DAPORIJO, Jul 21: The PWD road approaching Gandhi Market here has been repaired and drainage system (nallah) constructed in a mass social service today.
The road portion near the DDSE office and District Library was lying in a pathetic condition covered with stagnant water for lack of maintenance. It used to turn into big pond, especially during rainy season, creating massive traffic jam during office hours.
Thousands of vehicles, including government owned ones, regularly ply through this road; but no one had taken any initiative to renovate it. The road still needs further improvement for smooth flow of traffic as today’s was a temporary arrangement.
BRO, DUDA and Police department with their men and machineries along with members of Arunachal Vigilance Forum actively took part in the social service.
300 benefitted from free medical camp
ITANAGAR, Jul 21: More than 300 people benefitted from a free medical awareness camp that was organized at Taring Memorial English School, Geram (Kheel) village under Toru Circle on July 19.
Organized by Aab Talla Multipurpose Society (ATMS), the programme was supervised by Dr Joram Nisha.
Various dentists and medicine specialists attended the programme as resource persons who were also assisted by Para medical staffs.

Catholic Church Chimpu gets new Parish and a Priest
ITANAGAR, Jul 21: Rt. Rev. Dr. John Thomas inaugurated the new Parish of Chimpu with the name and style of Divine Mercy Parish, Chimpu today amidst the enthusiastic gathering of the villagers and the delegates.
Rt. Rev. Dr. John Thomas officially declared Chimpu as a new parish and appointed Rev. Fr. Joseph CMF as its Parish Priest. Chimpu was attached with St Mary’s Parish at Secretariat complex Itanagar for its administration. The administrative area of Chimpu Parish now included the Catholic Church of Balijan, Taraso, Digalmukh, Depik, and Lasanpati. These five churches were under the Parish of Banderdewa and due its long distance, it was not easy for administration.
Rev Bishop in its message said that the creation of Parish was symbolic of growth of the Church. New administrative circle is created so that people and priest come closer in the unending faith formation process of the Catholic Church.
Among the Priest and sister, Catechists, Church managing and Development Committee members, the members of Arunachal Pradesh Catholic Association Taw Tebin was also present on the occasion, according to Arunachal Pradesh Catholic Association.
Death mourned
ITANAGAR, Jul 21: The Hede Brothers’ Welfare Society (HBWS) has condoled the demise of Tayum Yatung (Nabam) who passed away on July 18 due to heart attack.
Late Tayum Yatung Nabam, 29 years old, was an assistant teacher posted at Govt. Secondary School, Leporiang. She is survived by her husband and two sons.
In its condolence message, it described her premature death as a great loss to the society.
Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.
BASU conducts social service
ITANAGAR, Jul 21: The members of Basar Area Students Union (BASU) organized a social service at school campus of Govt H S School, Basar and its adjoining areas on July 20.
Besides clearing the jungles, the members planted around 400 saplings during the social service. One of the main objectives of such social service was to create awareness and sensitize the student community about the importance of clean and green environment.
Speaking on the occasion, BASU president Bommar Riba disclosed the union’s “Green school – healthy school’ programme, while general secretary Karto Basar appreciating the full cooperation of the school, he also urged the student to be sincere and dedicated towards their studies. School Principal also lauded the BASU for its social service.
AVP conducts free medical camps

DAPORIJO, Jul 21: Over 300 patients were treated in a three days free medical camp organized by Arunachal Vikas Parishad (AVP) in three villages of Upper Subansiri district recently.
The health camps were organized at Giba, under Giba Circle, Maro under Baririjo circle and Dong village and over 300 patients were treated Dr. DK Pathak and his team members. Medicines were also provided to the patients free of cost, informed the organizer.
The medical team also organized general health awareness camps with focus on proper sanitary and hygiene practices to keep some common diseases at bay. They villagers were also advised to keep their surrounding neat and clean to prevent the breeding of mosquitoes.

Governor calls on civil aviation minister,seeks for more copter service in Arunachal
ITANAGAR, Jul 21: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma met the Union Minister for Civil Aviation Ajit Singh at New Delhi recently and discussed the overall civil aviation scenario and aviation related projects coming up in different parts of State. The Governor requested the Union Minister for expediting the projects in the State, more helicopter services, and restoration of Lilabari Airport.
The Governor said that good air service from fully developed Airport at Lilabari must be made operational on highest priority.
Stressing for ensuring air connectivity to the State, the Governor said that due to its vastness and tough geographical terrain, Arunachal Pradesh is largely dependent on helicopters, air services for its connectivity requirement. He requested for two helicopters to be placed at the disposal of the State Government. One for regular passenger movement and other for ration sorties.
Informing the minister about tardy progress of the NEC funded Tezu Airport, the Governor called upon the Airport Authority of India (AAI) to expedite the work.
“Timely completion of this project will go a long way in improving the connectivity in Arunachal Pradesh,” the Govrnor said.

Allegations false & fabricated: DASU
ITANAGAR, Jul 21: Reacting sharply to the news item published in this daily regarding Navayuga Engineering Co. Ltd’s decision to pull out from its Dibang River Bridge Project, Dibang Adi Students’ Union (DASU) in a release today claimed that the allegation leveled against the union was false, fabricated and an attempt to tarnish the image of the union and its members.
“The news came as shock for us as we did never ever take any stand against the Company and are still with it to ensure safety and timely completion of the project,” DASU President Nun Pertin said in a release.
Refuting the allegation of ransacking the Company’s office, DASU said that it was just a wild allegation of some people with vested interest to defame the union.
While clarifying its stand, DASU said that an FIR against the false allegation by the Company has been lodged with OC, Roing Police station today wherein it was informed that a team of DASU on July 19 had just placed the local people’s demands and grievances, including enhancement of payment (wage), promotion and others grievances which were ‘resolved amicably’.
“We were not armed with machete (Dao) and other weapons as has been reported in some local dailies,” it said while vehemently denying the manhandling of the company PRO.
Meanwhile, DASU demanded the authority to bring the complainant to book under appropriate section of the law and award him/her exemplary punishment for misleading people and leveling wild allegations against the union.
“Any local or outsider, who interrupts the Dibang Bridge Project, must be dealt with iron hand to ensure safety of workers and smooth progress of the project works, the release said adding that any conspiracy against the project would not be tolerated.

‘New mechanism needed on resource transfer’
NEW DELHI, Jul 21: Noting that all states face similar challenges of poverty and lack of infrastructure in the path to development, President Pranab Mukherjee on Sunday batted for introducing a more effective mechanism for resource transfer from the Centre to the states.
"The basic objective of development planning is to fight against these (challenges)," he said while listing out poverty, backwardness, lack of infrastructure and diseases as the common problems faced by various states.
Mukherjee said while all the states in the country have distinct features, they face similar challenges.

The President also suggested taking a fresh look at the mechanism to transfer resources to the state governments beyond the statutory route.
"...now if you want to do it and have a fresh look at it, perhaps time has come when we should concentrate on this and all stakeholders to put their heads together and find out if there could be a more appropriate mechanism through which the resources can be transferred (to the states)," he said.
Mukherjee was referring to the allocation of funds to the states by the Centre.
Recognising the higher resource requirements of the states relative to their resource raising powers, the Constitution mandates to transfer funds to the state governments through statutory transfer of tax receipts collected by Centre through the Finance Commission award.
In addition, the states access central plan funds through Centrally Sponsored Schemes (CSS) and Central assistance to State Plans.
Ering calls for speedy execution of MSDP schemes in Odisha
ITANAGAR, Jul 21: Union Minister of State for Minority Affairs Ninong Ering has reviewed the progress of the implementation of various schemes of the Ministry with the Govt of Odisha today.
While reviewing, Ering stressed the need for speedy execution of the approved programmes under the MSDP schemes, besides taking up new projects in 19 Minority Concentration Blocks (MCBs) of Gajapati, Sundargarh, Kandhamal and Bhadrak districts.
The Odisha Govt was also asked to expedite the process of forwarding new proposals of schemes aimed at providing educational empowerment to the Minority communities. In this context, emphasis was given to the Minority Women Leadership scheme “Nai Roshni’’ and “Sikho aur Kamao”. He further added that huge publicity is made to the various schemes of the Minority affairs ministry, so that the community can take full advantage of the welfare programmes.
Later during the day, Ering also met Chief Minister of Odisha Navin Pattnaik and sought his help to establish the State Minority Commission to safeguard the rights and security of the Minorities in the state. He has also discussed a number of issues such as reconstitution of Odisha state wakf Board, Survey of Wakf properties, notifying Muslims as educational backward community, and transfer of Wakf matters from Law dept to Minority department of the Govt of Odisha. The Chief Minister assured follow up of the issues.

Govt colleges should offer course on all subjects
Dear Editor,
I have been long meaning to write to your paper in order to bring to attention the sad educational scenario in our state. Going through the letter from Tabu Marbom in the reader’s forum column few days ago, I was reminded of my plan of action. I must say, he has rightly pointed out the lack of infrastructure and subjects in district colleges. Now, when RGU, a central university has introduced separate departments for new subjects like anthropology and sociology at the master’s level, why has it not been introduced in government colleges? Only a few private colleges have taken up the subjects. It is worrisome since the students have no basic foundation at graduation level and the quality of students passing out is questionable. Will they be able to compete for higher studies in the respective subjects outside the state?
Sociology is an upcoming and popular choice of subject and is being taught in government run colleges in other northeastern states but not in Arunachal Pradesh. Students interested in subjects like anthropology or Sociology has to often look for options beyond the state or simply opt for another subject!! It is a sincere request to our honorable education minister and Chief Minister to look into the matter. Also AAPSU, as the apex student’s body is requested to take up matters like this that escape notice but is of high importance. With a central university in place, it is high time, the 'quality' of education to be given the highest priority. We need colleges with a wide range of subjects and quality.
Lastly, I would like to request the Government of Arunachal Pradesh and the education minister in particular to please look into the matter. Our state needs quality leaders for which we need quality colleges.
And AAPSU, please take up the matter. As students, we rest our hopes on you.

Liromoba schools running without subject teachers

Through your esteemed daily I on behalf of Liromoba Circle Welfare Association would
like to draw your kind attention that Govt. Hr. Sec. School, Liromoba was inaugurated
in the year 2009 by Education Minister Bosiram Siram in presence of local MLA Jarbom
Gamlin, the former Chief Minister of state. The school was affiliated to CBSE in
year 2010. But till, today after many representations and memorandum from various
organization and Panchayat Leader the concern authorities are only giving false promise
and assurance to the people of Liromoba. They are totally neglecting our problem
and turns deaf ear to our demand. Govt. Hr. Sec. School, Liromoba is running without
senior teacher (humanities) for last two year and secondary section are also running
without Junior Teachers of subject like mathematics, English and Social Studies since
last 10 years. In addition to that many primary school of Liromoba circles like Kapen,

HIV antiretroviral treatment
The United Nations launched a new framework recently which seeks to give 15 million people with HIV/AIDS access to antiretroviral treatment by the year 2015. The framework, entitled Treatment 2015, offers countries and partners practical and innovative ways to increase the number of people accessing antiretroviral medicines that will enable those living with HIV to live longer and healthier lives, as well as help prevent new infections.
Treatment 2015 takes into account the new consolidated guidelines on the use of antiretroviral drugs for treating and preventing HIV infection released last month by the World Health Organization (WHO), which recommend that people living with HIV start antiretroviral therapy (ART) much earlier. According to UNAIDS, nearly 10 million people living with HIV were accessing antiretroviral treatment last year, and the target to reach 15 million is a push to achieve the Millennium Development Goal (MDG) that seeks to have halted and begun the spread of HIV/AIDS by the 2015 deadline. However, the report notes that 30 countries account for 9 out of 10 people who are eligible for antiretroviral therapy but who do not have access.
The new strategy emphasizes the importance of HIV testing and counselling as a gateway to expand access to antiretroviral therapy in these 30 countries, and outlines three pillars essential to reaching the 2015 target which consist of: increasing demand for HIV testing and treatment services; mobilizing resources and improving the efficiency and effectiveness of spending, and ensuring more people have access to antiretroviral therapy.
